Consciousness is often theorized as an emergent property: a novel, high-level phenomenon arising from the complex, specific organization of non-conscious neural components, not reducible to them. This avoids substance dualism while explaining how subjective experience can "emerge" from objective matter, though the "hard problem" of explaining qualitative experience (qualia) from mere complexity remains.
