Can researchers easily access U.S. Congressional Records via the internet?

I'm based outside the U.S. and starting a project that requires tracking legislative debate. I need to know if the key official publications like the Congressional Record are digitized and freely available, or if access is behind a paywall or requires a physical visit.

 Yes, comprehensive online access is not only possible but is the standard method now. From my experience, the U.S. Government Publishing Office maintains the definitive, free digital repository at GovInfo.gov, which contains the Congressional Record back to 1873. For current sessions and a user-friendly interface, Congress.gov is excellent. I would recommend starting there. These are official government sites with robust search functions. You can access them from anywhere with an internet connection; no paywall or special subscription is required for these core public documents.
