 From my experience, such a refusal would be constitutionally untenable. I have seen that summoning Parliament on cabinet advice is treated as a mandatory function. Persistent refusal would likely invite judicial intervention and severe constitutional crisis. I would recommend viewing this as an extreme hypothetical, since constitutional conventions and political pressure usually prevent such breakdowns long before courts are involved.
