Is it unconstitutional for the newly elected President of India to govern the Union Territories of Jammu and Kashmir and Ladakh?
This arises from India’s post-reorganization governance structure. Union Territories differ from states constitutionally. I want to understand presidential authority.

From my experience, presidential governance of Union Territories is constitutionally permissible in India. I have seen that the Constitution explicitly allows the President to administer Union Territories through appointed administrators. Jammu and Kashmir’s reorganization did not remove this framework. I would recommend distinguishing political controversy from constitutional legality, as the latter rests on clear textual authorization.
