Octave vs MATLAB for ML

According to me octave is the best machine learning tool. 
This is loaded with routines and has time series analysis routines, file commands, statistics routines, and plotting commands.

Yes, octave is the best programming tool. It does not have no robust octave compiler as it can be installed free of charge. 
It has plenty of toolboxes, graphics capabilities and a GUI design in addition to visualisation features. Octave utilises GNUPlot or JHandles as graphics packages.

I think MATLAB is the best programming tool. It allows matrix manipulations, implementation of algorithms, 
plotting of functions, a creation of user interfaces, and interfacing with programs in languages, including C++, C#, Java, and Python. 
It also has an optional toolbox and allows access to symbolic computing abilities. It also has Simulink, graphical multi-domain simulation 
and model-based design for embedded systems. What more do you want?

Octave is the ultimate choice of programming language for ML.
