Which former soviet republics have their own space programs now?
After the USSR broke up, which of the republics actually went on to build their own space agencies and laws?

Quite a few, actually. Russia has Roscosmos, obviously. Ukraine has its own space agency and laws—they inherited a lot of rocket manufacturing. Kazakhstan runs KazCosmos and leases Baikonur to Russia. Belarus has a national program, and more recently Azerbaijan (Azercosmos) and Uzbekistan (Uzbekcosmos) have set up agencies focused on satellites and remote sensing. The laws and budgets vary wildly, but the ambition is real.
