What’s the best way to bill for environmental services, like clean water from a protected forest?

Our protected forest provides clean water to a nearby city. What's a fair and sustainable strategy to actually get paid for this "environmental service" to fund our conservation work?

The established model is a Payment for Ecosystem Services (PES) scheme. You'd need to: 1) Scientifically quantify the water provision service (volume, quality improvement). 2) Identify the clear beneficiaries (e.g., the local water utility or bottling company). 3) Negotiate a fee based on your watershed management costs and the money the beneficiary saves on water treatment. This creates a direct, market-like incentive for conservation.
