What is the cost of sanitary landfills in India?
Our city council is evaluating options for a new waste management facility. We have comparative data for composting and WTE plants, but the cost structure for a modern, engineered landfill is unclear. Beyond just land price, what are the tangible line items for design, construction, daily operations, and long-term monitoring that we must account for to avoid future financial and environmental liabilities?

From my experience consulting on such projects, you must budget beyond the tipping fee. Capital costs are dominated by land acquisition (highly variable by region) and the composite liner system a clay layer plus HDPE geomembrane which is non-negotiable for compliance. Then factor in drainage networks for leachate and gas. Operationally, the biggest costs are fuel for heavy machinery (dozers, compactors) and daily cover material. Crucially, I've seen projects fail by underestimating post-closure liability: you must budget for 30+ years of leachate treatment, methane flaring/capture, and groundwater monitoring. A realistic all-in cost in India today ranges from $25 to $50 per metric ton, heavily dependent on scale and land price.
