 From my experience, blanket exclusions of HIV-positive persons from adoption are increasingly viewed as discriminatory. I have seen courts and international bodies emphasize individual assessments rather than medical status alone. The key issue is child welfare, not stigma. I would recommend examining human rights jurisprudence, which generally rejects assumptions that HIV status, by itself, disqualifies someone from being a capable parent.
