What analytical framework can be used to examine how new policy or planning approaches are embedded in practice?

As a researcher examining policy implementation, I am interested in understanding how new approaches move from theory into practice.Many policies fail not at design, but during embedding and execution.A clear analytical framework would help systematically study this transition.

From my experience in policy research, frameworks that combine institutional analysis with implementation theory tend to work best. I have seen multi-level governance models and policy cycle frameworks effectively capture how ideas are interpreted, adapted, and embedded over time. I would recommend using a framework that accounts for actors, institutions, and context together, rather than treating policy adoption as a linear process. This allows researchers to identify where resistance, reinterpretation, or unintended outcomes emerge.
