Prior hermeneutics (e.g., Schleiermacher, Dilthey) saw the circle as a methodological tool between part and whole of a text. Heidegger made it ontological: it describes the fundamental structure of human existence (Dasein). We always already understand the world within a pre-given context (Vorhabe); interpretation is not a choice but our mode of being. The "new" is its shift from epistemology to the very conditions of understanding existence itself.
