Should I include a preliminary table of contents (TOC) in my research proposal?

My proposal is 18 pages with many sections. Would a table of contents be helpful for the reviewers, or would it seem oddly formal for a proposal? If I include one, how detailed should it be?

For a proposal exceeding 10-12 pages, a TOC is highly recommended and demonstrates professionalism. It helps busy reviewers navigate and signals you view the proposal as a serious, structured document. Generate it automatically using your word processor's heading styles. The TOC should include Level 1 and Level 2 headings only (e.g., "1. Introduction" and "1.1 Background"). Do not include sub-subheadings or page numbers for the TOC itself, abstract, or title page. Place it after the abstract. For a very short proposal (5-8 pages), it's optional but can still add polish. When in doubt, include it; it shows respect for the reader's time and your own organizational diligence. It costs nothing but adds clarity.
