No, it is highly dependent. Due to coupled nonlinear dynamics, the motion and forces of all upstream links (inertia, Coriolis, centrifugal effects) directly affect the last link's acceleration and effective load. This coupling is fundamental to serial manipulator dynamics and is why complete system modeling is essential.
