Is thd in pv inverters affected more by filter design or controller design?

I'm designing a PV inverter and trying to minimize THD. Should I focus on optimizing the output filter or the control loop?

Both and they interact. The output filter (L, LC, LCL) physically attenuates switching-frequency harmonics; a poorly designed filter lets high-frequency noise through regardless of control. The controller (PR, repetitive, PI) determines how well the inverter rejects low-frequency distortions and tracks the sinusoidal reference. You can't fix a bad filter with good control, and a good filter won't save a poorly tuned controller. Co-optimization is the only path to low THD.
