Can Federalist No. 69 be used in legal arguments against Donald Trump, or are the Federalist Papers purely aspirational texts?

 From my experience, the Federalist Papers are persuasive but not binding authority. I have seen courts use them to clarify original understanding, especially regarding executive power. Federalist No. 69 can inform arguments, but it cannot determine outcomes on its own. I would recommend treating it as contextual evidence rather than a legal rule applicable to criminal liability.
