Can constitutional law be divided into parts with different levels of legal force and obligation?

This question arises from constitutional theory. Not all constitutional norms seem equally binding. I want a doctrinal explanation.

From my experience, constitutional law already operates with internal hierarchies, even if not always acknowledged explicitly. I have seen courts distinguish between justiciable rights, programmatic principles, and symbolic provisions. This does not weaken constitutional authority; it clarifies how obligations function. I would recommend viewing constitutions as layered normative systems rather than uniform blocks of law.
