From my experience teaching Victorian fiction, Bulwer-Lytton’s decline reflects changing critical priorities rather than simple failure. I have seen later critics reject his rhetorical style and moral didacticism as excesses once modernist restraint became dominant. I would recommend viewing his fall as part of canon consolidation, where versatility and popularity became liabilities. Recent scholarship has begun reassessing him with more historical sympathy.
