From my experience engaging with Hispanic studies, Philippine literature in Spanish is historically central but institutionally marginalized. I have seen it function as a key site of nationalist debate during the late colonial period. Today, it survives mainly through archival scholarship and small academic circles. I would recommend treating it as a bridge tradition that shaped modern Filipino literary consciousness, even after Spanish ceased to be widely spoken.
