Can public funding for climate mitigation legitimately be framed as a national security investment?

Climate change is increasingly discussed alongside security risks such as instability and resource scarcity.I am interested in whether this framing is academically and politically defensible.This question matters for how climate policy is justified and funded.

From my experience in policy-oriented research, framing climate mitigation as a national security issue is both defensible and increasingly common. I have seen defense and security communities recognize climate change as a threat multiplier that exacerbates instability, migration, and resource conflicts. I would recommend using this framing carefully, as it can unlock funding and political attention. However, it should complement, not replace, ethical and environmental justifications to avoid overly militarized policy responses.
