Are there countries where Members of Parliament must pass a mandatory exam on parliamentary procedures?
This question comes from concerns about legislative effectiveness. I’m curious whether any systems require formal procedural knowledge. The aim is comparative, not prescriptive.

From my experience, no established democracy requires elected MPs to pass mandatory exams on parliamentary procedure. I have seen this idea discussed in reform debates, but it conflicts with the principle of electoral legitimacy. Instead, parliaments rely on induction programs, clerks, and informal learning. In some systems, procedural ignorance is mitigated through strong committee staff rather than formal testing. I would recommend focusing on institutional support and training rather than exams, which could raise constitutional and democratic concerns.
