Are current development activities strategically planned or largely ad-hoc?

I am examining development planning and want to understand whether contemporary development activities follow coherent long-term strategies or are driven by short-term, fragmented decision-making.

From my experience, many development activities remain largely ad-hoc despite the presence of strategic frameworks. I have seen strong long-term visions undermined by short political cycles, fragmented governance, and funding constraints. While planning documents often emphasize sustainability, implementation is frequently reactive. I would recommend strengthening institutional coordination and accountability mechanisms to ensure that development actions align with stated long-term goals rather than immediate economic or political pressures.
